Gino Meregillano

State Director for Southern California

Gene (Gino) Meregillano is the State Director for Southern California MUFON and level 3 Advanced certified investigator. Although Gino is strongly interested in “Nuts and Bolts” or vehicle/craft sightings, he has investigated many “Unknown” or unexplained cases. He is also a professional guitarist and singer who writes, records, and performs in Southern California as well as all around the country. Besides having a life-long passion for the UFO phenomenon, Gino also has an interest in many other areas of the unknown and has been an active member of a local paranormal investigation group for many years.

Robert Mebane

Field Investigator

Robert has had a lifelong interest in the UFO phenomenon and has actively researched the subject for thirty years. He joined MUFON in 2023 and serves as a Field Investigator. Robert grew up flying with his father and quickly developed a lifelong passion for aviation. He attends civilian and military airshows on a regular basis. Robert is a skilled aviation photographer. He has an aviation channel that features all types of aircraft. Robert took an interest in space flight at an early age. As a young boy he closely followed the Apollo moon missions. While attending college, he completed coursework in astronomy and natural science.

Robert became more interested in the UFO phenomenon while attending college. After reading several books about the Roswell Incident, he began to conduct an intensive study of the events at Roswell, as well as other crash retrieval sites.

Robert enjoys spending his time outdoors, especially on his family’s ranch located in the Sierra Nevada mountains. His interest in the UFO phenomenon took on a new twist when he began to observe strange lights over the ranch. Robert has documented his observations and welcomes the opportunity to share his written account of this “high strangeness.”

Robert raised livestock on the family ranch for forty years and has an active interest in cattle mutilations. Robert was a gold medalist in Veterinary Science while serving in the 4-H Club of America. He has studied the cattle mutilation phenomenon extensively, including the research of Linda Moulton Howe who is the author of “A Strange Harvest.” Robert would welcome the opportunity to work with researchers and ranchers on cattle mutilation cases.

Robert attended California Polytechnic State University, San Luis Obispo where he earned a Bachelor of Science Degree in Agricultural Business Management and a Professional Clear Single Subject Teaching Credential in Social Studies.

Mike R.

Assistant State Director for the Southern California region.

Mike has been a life-long student of the phenomenon since around age 10, with strange things happening that did not seem strange at the time. He is also the co-host of an independent podcast exploring the non-physical and esoteric nature of the nuts-and-bolts phenomenon, and the host of a MADAR node (A UFO detector). Mike is also a member of the ERT (Experiencer Resource Team) and recipient the MUFON Field Investigator of the Year award in July, 2025.

Jeff Krause

MUFON Field Investigator, MUFON STAR Team, State Section Director MUFON Tri-County area

Jeff Krause has investigated and researched UFOs most of his life, and is the former
MUFON State Director for Southern California, the current State Section Director for
MUFON Tri-County, a member of the MUFON STAR Team, and a Level III Field
Investigator as well. Jeff was recently a member of the “MUFON Presents: UFOs
Around the World” panel at Alien Con Los Angeles 2019.
Jeff Krause has also investigated many fascinating cases, the most notable The SLO
UFO (San Luis Obispo UFO), and the Encounter At Edwards, articles about which can
be found on the UFO Digest website. Jeff is also the author of the blog, The Field
Investigator’s Tool Box, and is currently working on two books; The Field
Investigator’s Tool Box Vol. 1, and The SLO UFO.
Jeff’s current project involves research into the Native American Chumash culture
and their interaction with the “star people”, a theme that seems to be replicated
throughout the world during many ancient eras, and a planned expedition to record
pictographs left behind in caves by the Chumash that used to inhabit the Los Padres
National Forest in the San Luis Obispo coastal area.

A longtime UFOlogist and lifelong Experiencer, C.J. Arabia is the Chief Investigator and ERT Member and Case Manager for Southern California MUFON.

During my formative years, I grew up, in part, in a US Air Force family, where we lived on bases in Europe as well as on Long Island, NY, and, finally, in Florida. I graduated from Florida State University with a BA in Criminology and I have a Masters Degree in Leadership from Bellevue University. I also have a Project Management Certificate from the University of California-Irvine. I retired in 2012 from policing, as a police captain, after 27 years in law enforcement, which included 3 years as a parole and probation officer and 3 years as a Border Patrol Agent. Currently, My wife and I have two adult children, and we live on a small boutique farm where we grow flowers, raise animals, and enjoy canyon living. Finally, I have been a MUFON field investigator/ERT Member since 2021, I hold a current private investigator’s license in California, and I have been a avid researcher in the study of the subject of Ufology for the last 50 years.

With over four decades of experience in emergency preparedness, public safety, and critical incident response, I currently serve as a Field Investigator for the Mutual UFO Network (MUFON), where I apply investigative rigor to the analysis of unexplained aerial phenomena. My professional background includes serving as Section Manager for the American Radio Relay League (ARRL) overseeing emergency communications and supporting amateur radio operators across four Southern California counties.

Throughout my career, I’ve held key roles in government, education, and nonprofit sectors—including Director of Risk & Emergency Management for Alvord Unified School District and Chair of the Riverside County Voluntary Organizations Active in Disaster (VOAD). I’m a long-standing Education Sector Advisor with InfraGard and have contributed to national disaster resilience efforts as an Infrastructure Liaison Officer for Infragard.

As the founder of California Preparedness Resource, LLC, I continue to provide consultation and training in communications, active violence response, and emergency management. My work is driven by a passion for community safety, informed preparedness, and advancing the public's understanding of unconventional phenomena through structured investigation.

I hold a Master’s degree in Emergency and Disaster Management with Honors from American Military University and a Bachelor of Science from Rochester Institute of Technology with concentrations in Disaster and Emergency Management and Technical Communications.

Field Investigator

Ann has varied interests from physics and space to the love of exploring archaeological sites of ancient civilizations. She has experience as a scientist and also completed a POST academy in investigations. She has a background in analytical evaluations, conducting research, extrapolating data, and conducting administrative, civil and criminal investigations.

She was inspired by our last state Director Earl Grey-Anderson to be a field investigator, which she has been since 2024.

Has always had a vast interest in the phenomenon, and is dedicated to the investigative process of reported sightings submitted by witnesses as well as experiencers. Michelle is a certified Field Investigator and is also a member of the Mufon Experiencer Resource Team. Over 40 years of corporate work experience, previously a Director of Sales and VP of Sales for major telecom companies, and is currently associated with a global real estate company.

Rhonda is a dedicated field investigator for MUFON, driven by an unwavering passion for ufology and the mysteries of the universe. Since childhood, Rhonda has been captivated by the unknown and a commitment to research and exploration.
A graduate of UCLA, Rhonda holds a Bachelor of Science degree in Psychology and is an award winning jewelry designer and artist, having been featured in galleries and jewelry stores across the globe. She is the holder of multiple copyright designs and also became a tattoo artist - tattooing at a prominent tattoo shop in Los Angeles, CA.
Combining human evaluation with artistic expression, Rhonda embodies a unique blend of analytical rigor and imaginative vision to blend creativity with a relentless curiosity about the unknown.

Wayne is a Field Investigator (FI) for Southern California. Being a MUFON Field Investigator (FI) provides Wayne the enjoyment of learning about experiences and finding the truth. Wayne hosts a Multiple Anomaly Detection & Automatic Recording (MADAR) node supporting the science of anomaly magnetometer and electronic detection. Wayne has Bachelor of Science degree. He has 27 years working experience as a senior technology engineer developing custom solutions while integrating hundreds of different leading edge technologies for government that has helped him have extreme attention to the details. Wayne’s interest of the vast universe affords him the time to pursue his interest as a FI.

Being a MUFON investigator is definitely not boring. Being able to join the Southern California MUFON team as a certified MUFON Field Investigator FI-3 Advanced, utilizing his experience and knowledge Terry has been assisting Southern California MUFON in many cases. He is also authorized by MUFON to assist New Mexico with investigations when needed from the southern area of Roswell north to Santa Fe and Los Alamos.

Growing up in California and Kansas, Terry has led a colorful life from being raised on a farm his first few years, and later in his life joining the military instead of the FBI in the late 1970s. Terry’s career includes Army Military Police and Recon, Nuclear Biological & Chemical Warfare Army Instructor, Air Force Priority Alert Aircraft Security Specialist, Sheriff Deputy, City Police officer and undercover operations. He has also worked within the nuclear industry on reactor systems as an electrical technician.

Terry’s formal education within his career includes college in psychology and law, formerly licensed California Bail bond Agent, California Penal Code 832 certification for Fugitive Apprehensions, Law Enforcement POST certified background investigator, licensed investigator with the California Bureau of Security and Investigative Services (BSIS), Kansas Attorney General & Kansas Bureau of Investigations P.I. license, and recently with New Mexico as a licensed investigator.

Dianne Hall

Dianne started working at Hughes Aircraft Newport Beach, in the 1970's. Hughes trained Dianne's team designing military computer chips for early satellites and top secret projects. She joined MUFON around 2011, became a field investigator in 2014. Dianne joined the star team in 2022 and was involved in a star team investigation with the Missouri team. Dianne has volunteered for MUFON Headquarters numerous times, and stays active with current ufology events and technology.

Dr. C.M. Chantal Toporow is excited to have been certified as an International MUFON Field Investigator and to help contribute to this most interesting of enigmas science is trying to decipher. She has extensive experience in scientific research, development, application & management of technology. While working at Hughes Aircraft EDSG, & recently degreed from UCLA Engineering, she immediately began teaching at UCLA teaching graduate engineering, then adding CSULB, & CSUN, and moving on to environmental courses at LMU, SMC & Otis Parsons School of Art and Design. She retired from Northrop Grumman Space (TRW) where she developed advanced technologies for leading edge satellites going to all corners of our planetary system. She now teaches esoteric sciences at the Rhine Institute for Parapsychology and is Education Chair and on the Executive Committee for the Society for Scientific Exploration .

Earl Grey Anderson

State Director of Southern California, a STAR Team member, and an executive member of MUFON’s ERT (The Experiencer Resource Team).

Earl Grey Anderson was MUFON’s State Director of Southern California, a STAR Team member, and an executive member of MUFON’s ERT (The Experiencer Resource Team). He passed away on April 21, 2025 from complications with cancer. He will be forever missed and forever a part of the SoCal MUFON Team.

Earl personally investigated over 1000 UFO reports, and specialized in Experiencer/‘High Strangeness’ cases. He has appeared on multiple radio shows, podcasts, and TV shows
including The Travel Channel’s Storming Area 51, Motor Mythbusters, Netflix The UAP Disclosure Files, The History Channel’s Ancient Aliens and MUFON and several documentaries from film maker Jeremy Norrie such as UFO’s and MUFON and I Want To Believe. Earl also teaches an accredited course in Ufology: “UFOs And Otherworlds”, at Los Angeles’s “Otis College of Art and Design”.
